Create Merchant Alias api from Visa Alias Directory returns a 404

This is an API that has been in use for a while now, but I have recently observed 404 responses. I reviewed the docs at this address and the payload being sent checks out.

Below is the response I receive from the the endpoint in sandbox (https://sandbox.api.visa.com/visaaliasdirectory/v1/managemerchant/createalias)
