Visa does indeed maintain mappings between Merchant Category Codes (MCC) and Merchant Control Types (MCT) internally. We understand that having access to these mappings in a more readily usable format can be beneficial for developers and businesses alike.
Currently, Visa Developer Platform provides various APIs that offer detailed merchant information. However, your request for making the MCC to MCT mappings available via an API and as a static download (other than PDF) is a valuable suggestion.
We will take your feedback into consideration for future enhancements. Meanwhile, we recommend exploring the available APIs on the Visa Developer Platform that might meet some of your needs. For example, the Merchant Search API and Merchant Data API provide comprehensive merchant-related data that could be useful.
