Test Data tab missing in Dashboard

I successfully implemented helloworld api and was able to get a response back as expected. Currently, I am trying to test "DPS Card and Account Services" and I am in need of some test data. Unfortunately, I am unable to find "Test Data" tab as some others pointed out in their posts previously. Could you please let me know how I can enable test data for my project on Dashboard page ?
