As far as I am aware of, during a dispute, the payment processor provides the merchant documents through VROL. Is there any API that would allow a payment processor to directly send these documents from their systems, rather than VROL?

Please sahre detail about your case. take a look at our PPCS API on the portal, which seems a close match because the Preauthorized Payment Cancellation Service (PPCS) enables Visa consumer credit, debit, and commercial card issuers to stop preauthorized electronic funds transfer payments (including recurring and installment payments) from being authorized, cleared, and settled through VisaNet. The service provides issuers with a method for handling cardholder stop payment requests.
