You can develop your application for free using any of the APIs in the sandbox. When you're ready to transition into the production environment, there are fees for each of the APIs that are used. Pricing is evaluated by application, including the nature of your application and if you have a relationship with a Visa partner. Visa can work with you to determine appropriate pricing.
