VISA Token Issuer API - Message encryption and decryption

We are developing VISA token issuer api and it has two methods (RetrieveStepUpMethods and SendPasscode), which are outbound  for visa and another method (UpdateCardArtMetaData) that inbound for visa.

I am working on message encryption and decryption and looking for sample code.
