Tap and pay Contactless cards

We are going to develop an new Android app in order to our customer accept payments from their customers  by using the Tap to Phone technology. (NFC - EMV Contactless cards)

Could you please provide us the details process for our merchant app in order to make it works and how to get certified by Visa to accept the Tap to Phone payment?
