Build Payment Apps

I want to build Payment Transfer apps

Our uses case is
1. User register in our apps
2. User generate invoice from our apps
3. User send their invoices to their client
4. Their client pay the invoice use visa credit card in our apps

My question is
1. Can I use Visa Developer API to build that kind of apps ?
2. How much Visa will charge me of the each transaction in my apps ?
