Facing strange issue with Authorization Request with Version 3.0 API.
Using Payload from user guide as following

Same code working fine with version 2.0 API. Can any one guide me to resolve this issue?

After checking with the product team, your only options are as follows:
1. You can send an email to developer@visa.com to be given restricted API access to the integrated sandbox for VPP. In this way, the request would hit the product backend rather than the VSS (Visa Services Simulator - which has NOT been upgraded to v3)
2. Try v2 instead of v3
3. Move up to the CERTIFICATION/PRODUCTION environment instead
