I am interested in trying to build a multi-company payment card. I want to make and sell a payment card that is accepted only at merchants I select. The merchants where I want the card to be accepted are all completely different companies with their own different payment processing systems.
This could be a prepaid card, a gift card, a debit card, a credit card... the important thing is that I offer a payment card that is accepted only in places that are on a list that I maintain.
I would appreciate someone pointing me toward any resources that I might research to help me answer this question, as well as anyone with engineering skill in this space who could build it for pay. Thank you!

Visa is a processor, not an issuer, and does not issue Visa debit, credit, prepaid, gift, and/or physical cards. Visa works with issuing banks to issue Visa cards. Essentially, you will need to be a licensed financial institution in order to issue cards.
