Visa Direct would be a good fit for your QR code use case. Visa Direct - https://developer.visa.com/capabilities/visa_direct/docs.  In particular, see the top few paragraphs, enclosed in the box with an exclamation mark, that discuss the requirements to use Visa Direct.
