Thanks for contributing to the Visa Developer Community! All restricted APIs are not "self service" so we request a business justification on why the user needs content access. After product team review and approval of the request, the user gets access to the restricted APIs and can get access to the sandbox environment. There's a lot of factors that go into the product teams' decision to allow access to restricted technologies.
