Sandbox version of Visa Online Portal

Hi, 
Is there a way we can setup a local sandbox version of the visa online portal? Or are there non-production portals available for access to issuers. 

We are trying to test the a process for visa token service - specifically around removal of tokens. It would be very beneficial for us to have a sandbox that we can setup in the lower environment to do some tests.
