API's to Pay an Issuer on behalf of Cardholder

We want to be able to pay the credit card bills directly to the issuer of the card on behalf of the cardholder.

Which API do you recommend? Any licensing or sponsorship required?

Thanks for your patience- I recommend using Visa Direct as a solution to your credit card payment use case. You can learn more about the product here: Getting Started with Visa Direct

Please note that all Visa Direct programs require the originator to be a licensed Visa acquirer or be sponsored by a licensed Visa acquirer who is ready and able to sponsor Visa Direct programs.
