BIN Attribute Sharing Service and public redistribution through a paid API

I've been subscribed through this API: https://iinlist.com/

It's paid and quite expensive which brought me to looking to source the data myself.

According to this reply you must be a Visa licensed acquirer or issuer to get access to the BIN data: https://community.developer.visa.com/t5/Product-Docs-Reference-Data/Official-VISA-BIN-Table/td-p/610...

My question: is this API redistributing this data approved by Visa?
