Can the Visa Card Enrollment Hub (VCEH) APIs be accessed from a different ITSP?

One of our issuers has it's own ITSP solution in place to process the outbound from VTS and inbound to VTS APIs for tokenization. For the Visa Card Enrollment Hub APIs the issuer would like to choose our ITSP solution without touching their own ITSP solution. Is this technical possible? Or must the VCEH APIs be used over the same ITSP as all other VTS APIs?
