I want to create a product that allows merchants to give cashbacks to customers based on their transactions on their card. Which API. I see that the Visa Card Eligibility Service & Offers Platform APIs are capable of doing this but the Offers Platform API is accessible only to Issuing banks.
How do I do this as an independent developer?
I'm excited to see your interest in our Visa Developer Offers and Benefits APIs. Visa Card Eligibility Service APIs are available for use by independent developers so you'll be able to play around with code testing, as we speak.
As for Visa Offers Platform (VOP) APIs, please know that this is a restricted product and you'll need to send an email to Developer@visa.com to let them know of your interest in using this restricted API. After Developer@visa.com receives your email of interest, they'll forward it out to the product team for review and, if you qualify, you'll be approved for content access to its information and code on VOP APIs.

Visa Offers Platform APIs are available and approved for use in India. For restricted API, the product owner has to approve the request and that is when we can grant the user access to the restricted API and they can access sandbox environment. You'll need to provide business justification as to why you would like access to the restricted documentation and sandbox. You will have to answer a questionnaire and based on your answers your request will or will not be approved. There's a lot of factors that go into the product teams' decision to allow access to restricted technologies. Availability of APIs to access is also restricted based on geographical availability of data and recourses.
