However , this seems to be available only to issuers . How can I use this API or work with an issuer ? Put another way , is it possible to get an issuing bank to sponsor a program and give us ( third party ) access to this api ?

Can you please confirm what type of company you are? Are you a merchant? The B2B Virtual Account Payment Method API is available for use by issuers. However, if you are not an issuer, please note that once you get into the production environment with this API your company will have to have a relationship with a card issuing bank and setup the card program.
Not a merchat / Just developers working in the fintech space. So if we have an issuer , who can give is the virtual cards , could we still leverage the visa API's ? For instance Stripe issuing , adyen , all provide virtual card issuing.

The B2B Virtual Account Payment Method can benefit both issuers and their commercial clients, as well as, third parties organizations.
Issuers, buyers, processors, third party payment providers or Travel agencies, can use the B2B Virtual Account Payment Method APIs. Note: A third party cannot implement the B2B APIs without an issuer. You can select a subset of our endpoints to code to based on your desired use case. Once you setup an VDP account, Visa can provide you with consultative support.
