Cardholder Transaction API

Hi there!

I have some doubts, I'd appreciate if someone could help me with.

1- Is there an API to get a cardholder transactions?

2- If so, is there a necessity for a issuer approval or just the cardholder?

3- Since I'm from Brazil, if there is a demand for an issuer approval, is Brazil covered?

3- Since I'm from Brazil, if there is a demand for an issuer approval, is Brazil covered? Unfortunately this API is not available  in LAC region which covers Brazil.
