Is there an API facility that can generate virtual debit cards?

I'm looking for an API from a payment processer that allows me to generate disposable virtual cards from which users of my mobile application can make payments from. Do Visa APIs allow for this process? It would be very similar to Revolut whereby each user can generate disposable virtual card details and use those details to make card payments to merchants.

The card would need to contain a card number, expiry date, and a CVC.

Any info or pointing me in the right direction is much appreciated!

If you're looking to provision to mobile wallets, I suggest looking at the Visa In-App Provisioning products.
