Issuer BIN for paymentAccountType: T

Hello Visa folks,

I used the BIN File Transfer API to download all the files for "paymentAccountType": "T".

In the file there are columns such as: 

bin_range_max_num	bin_range_min_num	issuer_bin
429191878000000040960	429191876999999979520	429191

Please let me know if my understanding is correct:
1) Since this file is for "paymentAccountType": "T", bin_range_max_num and bin_range_min_num should correspond to the network token range ?
2) issuer_bin should be the first 6 or 8 digits of the underlying PAN?
