Are setting up api calls to listen-in to merchant in-store transactions separate from their online ones? Ultimately, I'm wondering if there's a difference for setting up reward agreements with merchant's online vs in-store transactions?

Transaction data is captured at the card level. If you are an issuer, please check out the Visa Offers Platform on Visa Developer. The Visa Offers Platform (VOP) provides issuer clients access to qualified Visa transaction data of enrolled cardholders, enabling issuer clients to setup specific offers for their cardholders.

I have a follow up question:
We are issuing our own prepaid Visa card for our customers. We are building out our merchant ecosystem so our cardholders can get rewarded for purchases with any of our partners.
Once a merchant is properly onboarded and their offer is registered with us, do cardholders still have to enrol with VOP? Can we do that for them?
