Questions about BIN file transfer API

Hello Visa folks,

I used the BIN File Transfer API to download the most recent BIN list: "VBASS_AR_LEVEL3_09132022_2.csv". 

However I noticed that the AccountBusName value is partially masked, e.g., 'XYP BANK' or 'A2B2 BANK'. 

Could you confirm is it because I am using the sandbox or because the dataset requires application & fees? I found one documentation about Visa BIN Attribute Sharing Service:

Please also advice the contact window to inquire the process of applications and fees if it is required.

Hello Visa developer folks,

I am using BIN File Transfer API to fetch the latest BIN number list. However, I found that the AccountBusName (i.e., card issuer) is partially masked, e.g., XYP BANK or THE BCD BANK.

Could you confirm is it because I am using sandbox as my endpoint connection, or because the dataset requires applications & fees, as described in the doc: https://developer.visa.com/capabilities/visa-bin-attribute-sharing-service/faq

Visa requires all recipients of the BIN attribute data be registered and billed for the service. Except as otherwise agreed upon by Visa, participation is further subject to agreement to the VBASS specific terms, as well as Visa approval. A detailed overview of additional requirements, participation criteria, billing and exceptions can be found on Visa Online.
