VTS - Enroll Device API

Dear Experts,

In VTS Implementation, for enrollDevice API, what will be the device cert values to be passed. deviceCerts": [ { "certFormat": "X509", "certUsage": "CONFIDENTIALITY", "certValue": "????"}. we generated the master_cert.pem. In the API reference guide, the cert value is mentioned as in PEM format/ Base64URL safe encoded. It is not clear that how to generate the cert value. Please help me to resolve this issue.
