Visa Transaction Control errors with multiple users on the same card

Hi, my team has just implemented the VTC controls and are specifically testing the transaction type controls. We started testing it with multiple user's and now we're getting back the following error:

"isControlEnabled should be equal across user identifiers"

This error doesn't quite make sense to me. Why would the control be required to be equal across multiple user's if one user has the alert turned on and the other user wants the alert turned off?
