First of all, apologies if my request is not relevant to this VISA forum.
I have been desperately looking for a payment solution between our European app (well, our pro bank acct) and our on/offline retail partners (whose IBAN are recorded in our server).
Some context: our app is to sell open loop e-vouchers.
When user A buys an e-voucher for beneficiary B, funds go first to the app's stripe balance then transferred to our pro bank acct. And beneficiary receives her voucher by email, showing a list of partners where she can spend, say 49 EUR (= open loop).
When beneficiary B is ready, she picks the partner she wants to redeem her voucher with, then shops at the select partner and generates the relevant barcode or QR code on her phone which the partner can scan to initiate payment (by SEPA, by wallet, by whatever enables payment, triggered by API).
I'm not sure if the last step setup is right or realistic or secure enough and I just don't know how to setup payment from our bank to the partner's bank acct. What is the right payment provider in Europe/in France particularly) for enabling the last leg of this payment flow?

Being unfamiliar with the banking jargon, I would appreciate some clarification.
I read that "Visa Direct programs require the originator to be a licensed Visa acquirer or be sponsored" and "Only originators who can account for every aspect of the payment stack will be allowed to move their projects into production." Originators are licensed banks, aren't they?
As the co-founding developer of an app selling vouchers, am I entitled to this program for
enabling funds transfer from our company bank account to the retail partner's bank account (whose IBAN submitted by each partner is recorded in our server) during individual voucher redemption?
Does the Mobile Push Payment API meet my use case?

All Visa Direct programs require the originator to be a licensed Visa acquirer or be sponsored by a licensed Visa acquirer who is ready and able to sponsor Visa Direct programs. Please reach out to developer@visa.com to get more information about Visa licensing requirements and to check the availability of push payments in specific geographies.
It should also be noted that a Visa Direct program requires the originator to ensure that all stages of transaction processing including transaction submission, financial settlement, dispute management, reporting are in place and effectively managed before launching a Visa Direct program using the APIs. The APIs available on the Visa Developer platform help to manage certain stages of the transaction specifically those related to financial transaction submission. The originator needs to be aware and ensure that the necessary capabilities are in place to support the complete transaction cycle. Only originators who can account for every aspect of the payment stack will be allowed to move their projects into production.
