Procedure to access VISA payment processing APIs

Hi there, 
i am new to VISA system and currently working in sandbox environment to get accustomed to APIs. in resources, i came across Visa payment processing APIs which sound exactly what i look for. but in View Docs section. when i want to access the API reference , i get no access error with this message 
User does not have access to resource
what should i do to gain access to this API

today i received a message in my email from a visa agent explaining me what details are needed to gain access to VisaNet Connect - Acceptance (formerly know as VPP). 

some information on project and the business requesting the APIs are needed.
