Starting a Project - Selecting which API to use

I've been told to build a "Merchant to Merchant direct" API bridge but can't find any of the API options that match this. Does anyone know what I should be looking at?

Is there a list of IT professionals that are familiar with what to do in Australia that I could get hold of to build this bridge for me? I'm not an IT person so this is all Japanese to me! (I don't know Japanese either!)
