We are in Cambodia. We are a commercial bank. I am a programmer.

By reading the document 《VIP-System-services. PDF》, I learned that I can contact VisaNet Certification Management Service to obtain test support for account verification.

Other colleagues may be responsible for the application of card bin and other work. My job is to develop programs.

Testing is required for participation in Account Verification. Acquirers must successfully complete

testing to send and to receive account verification request messages.

The VisaNet Certification Management Service (VCMS) provides testing assistance for Account

Verification participants. Clients can contact their Visa representatives to make the arrangements.

Which API product does your inquiry relate to? For a list of our API products, please refer to our API Browser page here: https://developer.visa.com/apibrowser 

For direct access to VisaNet, I would recommend the Visa Payments Processing API product, however, at this time this API is not available for use in Asia-Pacific (Cambodia).

As a commercial bank, we want to issue Visa cards; Due to geographical limitations, we cannot use some APIS, and as the card issuing bank, we should have more basic functions to interact with Visa.

For example, how to apply for the card BIN, and how to conduct the unicom network test with Visanet.

Visa is a processor, not an issuer, and does not issue Visa debit, credit, prepaid, gift, and/or physical cards. Visa works with issuing banks to issue Visa cards. You will need to be a licensed financial institution to issue cards.
