Denied API Access - Visa Offers Platform

Hello - 

We offer a rewards platform in South East Asia and we were hoping to receive the API for the Visa Offers Platform so we could seamlessly simplify the transaction process between users and businesses and unfortunately, we were denied without any reason that we can fix. This API does already exist in our country of focus. I hope someone can help us solve this issue and get this API or a workaround onto our platform.
