Whom to Contact for becoming a payment gateway and payment processor

Hi Visa Customer Support,

We are a Fintech who presently is providing bill presentment service.

However, we are now assessing to become a payment gateway and a payment processor ourselves along with issuing pre-paid debit cards. 

Can you please assist us? with whom to contact so that we can understand and start our journey in becoming a payment gateway and payment processor. 

We are in the process of becoming PCI DSS certified, along with ISO 27001 and SOC 2 Type II compliant.
