I noticed in the Funds Transfer API for PullFundsTransactions POST that the senderPrimaryAccountNumber can be a token of the senders account. Unfortunately I do not see a token service endpoint with the Funds Transfer API so would we use the Visa Token Service to request tokens to be used in the subsequent Funds Transfer requests?

The Visa Direct program is for acquiring banks. You have to be able to process payments as a processing platform, and work as an acquiring bank before joining this program. In many ways, this will be even more exclusive than the Visa Token Service program, because of the asset requirements. Additionally, if the you were to qualify as a merchant bank, they would have a gateway that could help with accepting Network Tokenization payments.
If you are already a bank, we can refer you to the acquiring program. If you are a merchant, we can refer you to your payment gateway. Either way, you have many other avenues for these two programs other than the forums. It should be noted, that network tokenization and Visa Direct are not really merchant programs, network tokenization is mostly for App developers through the developer center, and Visa Direct is for Merchant Banks.
