When trying to add VisaNet Connect Payments/VisaNet Connect - Issuing to my project, I receive  We're sorry, the following error occurred. We encountered an unexpected error. Please try again.

What is wrong and how to resolve it?

I need to test API https://sandbox.api.visa.com/acs/v3/payments/authorizations, but I`m not able to do it, I receive

Please send an email to Visa Developer Support at developer@visa.com and let them know that you'd like to sandbox test the Visa Payments Processing API product. Visa Developer Support will need to grant you access to sandbox test this API. If they don't grant you access to this API you'll continue to receive error.
