Can't find merchant data using the Merchant Search API

Trying to use the Merchant Search API on multiple vendors and getting "statusCode": "CDI092",
"statusDescription": "No matching records found".

The API does work for with the sample dataset.

Is the data the sandbox has access to limited?

Hi @felixilie, 

The Merchant Search API can be tested in sandbox using the provided sample data by any developer. To use it in production with data other than the sample data, you must be preapproved by Visa.
