How can I get full access of the VPP APIs in sandbox?

Hi, we are developming a payment facilitator system for online payments in eCommerces. Currently, we are using only authorization API. What do I need for get full access of the  VPP APIs in sandbox environment?

To access the restricted Visa Payments Processing APIs in sandbox, certification and production you must be pre-approved by your acquirer and Visa. Please submit your access request to developer@visa.com. Thanks.

The Authorization API can be used by any developer in the Sandbox. To use the restricted Visa Payments Processing APIs (Capture API, Sales API, Refund API, etc) in the Sandbox, Certification or Production you must be pre-approved by your acquirer and Visa.
