After further review of your questions, we are not quite sure what you are asking for.

The Authorization code usually comes from the issuing bank, after an authorization.
The encrypted payment data usually is the blob or envelope that sends the payment information from the wallet to the merchant, and therefore wouldn't have an authorization code.
Provisioning is when the token is created and the reference number is passed back to the wallet.
Is you suggesting you would authorize the card first and then attempt to provision using our Visa Token Service API? Can you please provide the documentation to which you are referring to?
As always, Visa Token Service is an exclusive program, and this might be best directed to the integrator that you are utilizing, that way your integrator can inform you on on how the product functions.
