X-PAY-TOKEN to enroll customer got 400 error code 9123 Expected input credential was not present

hi, I can call get helloworld successfully by apikey and secret and send X-PAY-TOKEY in headers.

However, when I call In-app Provisioning enroll customer  by POST https://sandbox.api.visa.com/universal/core/customers/{vCustomerID}/cards?apikey={apikey} with body {locale:"en_US", clientCustomerID:"5e38ab09f517131fa1234abc"}; and set X-PAY-TOKEN in headers, I got 400 error code 9123 "Expected input credential was not present".

Could anyone please tell me if I missed anything? Is symmetric keys, the shared secret can be used here to encrpt the body fields as FLE
