API Question

Hello everyone,,

Could anyone help me figure out which API's I would need to build a visa bebit card that pulls from Dwolla, much like the shift payments card, but also be able to print them myself using a card once machine so I can issue cards to members in my organization ? 

 

I imagine I would need access to some api where I would send the members name, address, and ssn as part of the know your customers rule and then burn the info onto the plastic card using the machine, or maybe create generic no name cards but just something like a purchace card where the name is not necessary just the organization name sort of like the pre-paid reladable visa debit cards. 

 

Do I have to be a financial institution to issue Visa debit cards? The customer accounts are all ready in the financial institution system inside of Dwolla.

We don’t have a debit / prepaid card offering that we can offer you at this time that will help you with the process of you being able to print the prepaid cards yourself using a card machine. Sorry!

 

We don’t have the functionality built from what you describe in your use case to help you create prepaid cards.  You would likely need to partner with someone who has prepaid cards, but I don’t know of any leads of contacts to help you in that space.

 

Visa is a payment process that works with issuer banks to create, load, and delete prepaid cards. We do not do that through any APIs.

 

Visa is a processor not an issuer and does not issue Visa debit/credit/prepaid/gift/physical cards. Visa works with issuing banks to issue Visa cards.

 

Essentially, you will need to be a licensed financial institution in order to issue cards. Issuers get licenses to issue cards. There is public information available for you to research. We would suggest you to check requirements in your country to obtain licenses if you would like to be a licensed financial institution.

 

For services related to the issuance of cards, you will need to find an issuing bank to issue cards. You can also contact a local issuer bank.

 

However, we do have APIs that work very well with prepaid cards. Since you're use case is on debit / prepaid cards, our payment methods APIs would be a good fit for your use case, as well. Here's the link - https://developer.visa.com/site/payment-methods
