Visa Token Service Issuer API Specification - Pan Update (Reversal)

We have a question from our customer on the use cases for Pan Update (Reversal) in the Visa Token Service Issuer API Specification (effective September 29, 2020 version).  In the documentation, PAN Lifecycle operations, section 5-1,  PAN Update (Reversal) is described.

Can you let me know when this is used?

Visa Token Service Issuer API Specification is typically provided to Visa clients by their Visa Implementation Manager or Account Executive. This document is not offered through Visa Developer. Please reach out to the Visa IM/AE who shared the API spec with you.
