How to enroll for VTC Mastercard, AMEX and DISCOVER cards?

Getting Started with Visa Transaction Controls states that Mastercard, AMEX and DISCOVER cards can also be available.
If we register with "primaryAccountNumber" as a enroll a card for transaction control, will all cards  be available?

Please see my inline comments to your question below and I've included some additional Q&A that will be helpful for you to understand more about VTC, as well.

 

[Question] Non VISA branded cards can also utilize this VTC solution, but how will this work in the production environment?  [Answer] It depends on which cards you want to process through your App. Detail transaction flow can be shared with you in our onboarding documents during the Going Live process for the promotion of your app.

 

Note: For example, when you use VTC in production, if you want to integrate with Chase to support Chase Visa cards or if you want to integrate with Capital One in order to support Capital One's Visa cards, you can integrate once and then we just have to enable participating issuer information on the backend to achieve this scenario.

[Answer] No, not all cards will be available for you in sandbox testing. For sandbox testing, we only have what is available to you in the Test Data tab. There's Test Data for your Visa Developer application, which is available in the Dashboard under test data in the left navigation, this will ensure that you are using valid data that has been provisioned for specific scenarios. You will basically have a table per API that is split into the Request and Response sections and the values on the Request section are meant to be populated in the payload with the intention of obtaining results specified in the Response section.
 
Sandbox data is limited to what is provided in the Test Data tables and is not integrated to the Visa Network and you cannot test real data in sandbox. Please refer to screenshot below.
