My company would like to offer money tgransfer to our customers.
We are looking for a solution that is both relaible and competitive (compared to Western Union and others).
Can Visa Direct be the solution?
Do we need to obtain any kind of money transfer licensing since Visa is moving the money?

Based on the use case you provided below, Visa Direct seems to be a good fit. 

Visa Direct provides Originators (financial institutions and eligible third parties such as person-to-person payment service providers, merchants, corporations, and other payment service providers) with a way to connect to Visa, get access to information, and push payments directly onto Visa cards. In order to enable transaction processing and settlement through Visa between the sending and receiving financial institutions, all pull and push payments must include an Acquiring BIN.

Note: 

In order to use Visa Direct, all Visa Direct programs require the originator to be a licensed Visa acquirer or be sponsored by a licensed Visa acquirer who is ready and able to sponsor Visa Direct programs.  

In particular, see the top few paragraphs, in the grey box with the exclamation mark, that discuss the requirements to use Visa Direct.
