Thanks for your swift response. Following is some background on the organization I represent (ATPCO – Airline Tariff Publishing Company):
ATPCO provides technology solutions for the Airline Industry (450+ Airlines worldwide). We are a neutral entity, which enables us to work with every Airline and every system (Global dirstibution, Online travel agencies etc) in an unbiased manner.
One of our solutions is a product (Software) known as 'Ticketing Fees', an application that enables Airlines to pass along costs associated with Ticket Issuance, Reissuance of Tickets, and Forms of Payment (Credit/Debit, cash, etc.).
To support the Ticketing Fees product, we have another application known as the 'BIN Answer Table'. The BIN Answer Table is a database that contains card information such as: List of BINs, List of Account Ranges, Card Issuer Name, Card Type, Card Scheme Name, Card Usage Type (Personal / Commercial), Country of Issuance, and so on.
Using the Ticketing Fees product, Airlines apply fees based on the card type, the point of sale, the point of issuance, and even the BIN number itself, validated by the BIN Answer table.
Since the Airline industry relies completely on the accuracy of ATPCO’s BIN database, we would prefer to get this data directly from VISA rather than our current 3rd party supplier.
We have already started to receive the data from some of the Card Schemes directly i.e.: Discover/Diners, Mastercard andAMEX.
We are PCI compliant and have signed off on NDA's (as necessary) with some of the Card Schemes to recieve the BIN data. Similarly we look forward to working with VISA as well and receiving the BIN' data directly to ensure data integrity and avoid legal implications for the Airlines that may arise from application of incorrect fees using 3rd party data.
I've been trying to reach a VISA representative through various channels to discuss this matter, but have not been able to connect with anyone. Your support will be much appreciated.

BIN Table data API is currently under process which will be released sometime in June 2018. Please visit our Developer Portal in that time frame to review the functionality of the API.

I would like to follow up with you on this request. You have mentioned in your previous response that this API call will be available in June of 2018. I have not seen any reference to it in the API Explorer. Is the functionality not available yet? Do you have information on when this will become public?

It looks like it could be a restricted API product once it becomes available and is posted to the VDP site. I'm taking a look at the release dates and it could be as soon as July 31, 2018 or in the upcoming months. Please check back for updates or feel free to reach out to me in the community forum and I'll check the status of the new API product.
