Provision token issue

I'm having so many issues with this.

I am following the guide to the letter, I have all the correct keys and when I try to provision a token in sandbox
https://sandbox.api.visa.com/vts/provisionedTokens?apikey={validKey}

I get: 
"message":"Token validation failed: XToken: unable to lookup shared-secret from merchantApiKey ,"location":"x-pay-token"

Is this a bug in the system? 
The XPayToken is generated correctly and the key is active and valid for that environment. It should just work

To further investigate, can you please provide any related Correlation IDs, the email associated with this project and the error message?

Please provide the following information:

1. End Point
2. Request Header
3. Request Body
4. Response Header (include the x-correlation-id)
5. Response Body

Using SoapUI, you can find the x-correlation-id in the Raw Tab of the response header.
