Is there a problem with the VISA Checkout sandbox environment?
I've been doing successful tests for a long time just until this morning.
Do you have a partner who you are working with and if they are handling any integrations? The reason is that, Visa Checkout team does not accept direct merchant. You will need to work with a partner in order to integrate Visa Checkout into your project.

Please note, partners handle integrations on their end and will be able to help you with any technical questions you have, due to the fact that, that they manage a different integration with our API and the Visa Developer Portal.
We will not be a direct merchant. We are working on a startup business to offer an online fast food ordering solution to restaurant owners (Software as a Service). Our core skills are software development. From our point of view what you call a partner is a competitor. At this point if we cannot become a software provider that offers the VISA Checkout integration on our own, then it does not make too much sense to keep working on this and would have to go with other alternatives.
If you need to escalate this case please do so but, for us, working with one of your partners would not be the way to go. We need absolute control of the business model and the costs would be too unpredictable. Our plan is to offer a very affordable solution.
We would greatly appreciate that you clarify these issues as soon as possible.

Visa Checkout integration is handled by a different team and as per their guidance all Visa Checkout integration has to be done with a Partner. You could check with one the partners from the list and check on the requirements.
If I am understanding this correctly what this means is that it makes no sense that you publish all this technical information on integration if at the end you enforce our projects to be handled by a third party. First you say that the policy applies only to direct merchants and the next day you say that it applies to everyone.
From our perspective, this represents an interest conflict because we would be providing sales data to a competitor that operates in the same market segment.
Thanks for this information anyway. The obvious course of action for us is to suspend all VISA Checkout integration efforts.
It is unfortunate that you have made us waste so much time by publishing this misleading information.
