Please try Postman or SoapUI or your own code and share with us the request/response (in addition to the X-Correlation-ID in the response header) to us if it still fails.
You can use Postman , SOAP UI or VDP Playground tool to test the APIs. Please see user guides below for respective tools.

Can you please share with us the link to where you got the C# sample code that you are doing ROL RTSI testing on? Also, do you feel comfortable using your own code because the sample code that you received from our Visa Developer Center is outdated. We advise that you use VDC Playground, SoapUI or Postman to sandbox test your code. Or you can develop your own code. If the issue persists, please share with us the request/response (in addition to the X-Correlation-ID in the response header) when it fails.
