Payment Account Validation "Authorization Failed for the URL"

Tengo un problema con la API de "Payment Account Validation", estoy intentando utilizar el servicio de "Card Validation" pero obtengo el siguiente error: "Authorization Failed for the URL". Estoy usando para autenticarme los certificados "Two-Way SSL", el id del usuario y la contraseña obtenidos del dashboard. Los msimas credenciales utilizo para la API "Visa Direct" y no tengo problemas.

2. Request Header 
3. Request Body 
4. Response Header (include the x-correlation-id) 
5. Response Body 

Using SoapUI, you can find the x-correlation-id in the Raw Tab of the response header.
