Looking for clarification on the technology used to communicate issuer debit network support and preference to merchants/acquirers for a typical Signature or PIN debit transaction:
How does a merchant see which debit networks an issuer has enabled on a card?
E.g. if Chase has only enabled Interlink and STAR, does the merchant/acquirer use a BIN lookup to see this?
How is an issuer's ranking of debit networks communicated? Does it use the group sharing codes?
E.g. if Chase has ranked its supported networks 1. Interlink, 2. STAR and 3. NYCE, does a merchant/acquirer see "GNY"?
Any insight on these topics would be appreciated!

Thanks for getting back to me - I initially saw the simple order API here but noticed this is only for AFT/OCT transactions so was wondering if this is the same process used for traditional PIN/Signature debit transactions.

What country is your business located in? If you are a merchant or a third party and have a Visa BIN Attribute Sharing Service inquiry, these inquiries should be submitted by your Acquirer to the Visa BIN Attribute Sharing Service team.

It took some time for me to get this answer for you as I had to work with the product team on this. See below response to the original questions:
- How does a merchant see which debit networks an issuer has enabled on a card?
Answer: On the back of the card should list the network bugs (logos) the card is eligible.
E.g. if Chase has only enabled Interlink and STAR, does the merchant/acquirer use a BIN lookup to see this?
- How is an issuer's ranking of debit networks communicated? Does it use the group sharing codes?
Answer: They are not really communicated the are applied as transactions route through the network.
E.g. if Chase has ranked its supported networks 1. Interlink, 2. STAR and 3. NYCE, does a merchant/acquirer see "GNY"?
