Finding an issuer?

Hi there

Hope you're safe.

I'm aware that Visa themselves doesn't issues physical / virtual cards and that this is left to issuing banks. I have a use case which I am building out using the Visa Transaction Controls API. I understand that in order for this to work, I need to partner with an issuing bank.

My question is - how do I find a list of issuers in my region (UK, EU)? Google searches don't seem to help at all.
