Funds Transfer Attributes Inquiry API - required

Hello
We wish to use the Funds Transfer Attributes Inquiry API to find the country of the PAN.
The question is, why do we need to send a retrievalReferenceNumber and a systemsTraceAuditNumber? isn't that only needed if we were going to use de transfer API?

The Funds Transfer Attributes API requires this information as the API is typically used before initiating the actual funds transfer via Funds Transfer API (Visa Direct).
