I want to allow the user to set local and international limits on the atm withdrawal, is that possible? what I imagine i can do is send two transaction controls with controlType: TCT_ATM_WITHDRAW one with filterByCountry with controlDisabledCountryList to be the local country and one with controlEnabledCountryList to be the local country

To answer your question, we allow one control per control type. Hence, it would not be possible.
